  5. PPN 005: Reserving below threshold procurements
The Procurement Policy Note (PPN) on Reserving Below Threshold Procurements provides updated guidance on simplifying and streamlining procurement for lower-value contracts. Updated in February 2025, it applies to central government departments, executive agencies, and non-departmental public bodies, with recommendations for other public sector organisations. The PPN aligns with the Procurement Act 2023 and Procurement Regulations 2024, effective 24 February 2025. It allows contracting authorities to reserve procurements based on supplier location (UK-wide or by county/borough) and supplier type (SMEs and VCSEs) while ensuring value for money and fair competition. The policy requires transparency, supplier due diligence, and compliance with legal requirements, supporting local economic growth and small businesses in government procurement.
