Public procurement is playing a key role in the Liverpool City Region response to COVID-19. By ensuring immediate cash flow to suppliers, it can stabilise local supply chains. The regulatory environment for public procurers during the crisis is marked, on the one hand, by relaxing of purchasing constraints to allow for rapid commercial response, but also by the imposition of emergency measures designed to stabilise cash flow in local economies.
