This Re:State report argues that the UK’s public procurement system, responsible for more than £400 billion of annual spending has become burdened by excessive bureaucracy, risk aversion and outdated practices that often undermine value for money.

Drawing on interviews, FOI data and real world case studies, it identifies a persistent “practice legislation gap”: behaviours and processes that have emerged culturally, not legally, and now constrain innovation, flexibility and market competition.

The report proposes a major reset built around proportionate procurement, smarter early market engagement, and better stewardship of supply markets.

Key recommendations include creating “smart awards” (a new model of direct award with stronger safeguards), opening procurement to more startups and scaleups, limiting oversize contracts, simplifying tender requirements, and improving contract management through stronger accountability, performance data and mandated post contract reviews.

Overall, the paper provides a detailed roadmap for reforming UK procurement so it delivers better outcomes, fosters innovation, and uses public money more efficiently.
