No city in the world has escaped the chaos and disruption of the global COVID-19 pandemic. The report addresses the vulnerabilities of key groups that are all too often ignored, rendered voiceless or left unseen. Different groups – including women, lowincome residents, ethnic and religious minorities, disabled people, migrants, refugees and others – face distinct barriers to urban inclusion. Cities must understand and respond to the unique vulnerabilities – including intersecting vulnerabilities – faced by all urban dwellers. The 2030 Agenda for Sustainable Development, the New Urban Agenda and the Paris Agreement are crucial guiding tools in shaping sustainable, inclusive and resilient urban development.
